I need to design a personal website...where do I get web space?

Do I use a web hosting service, and if so, do I have to pay? Or is it free to acquire web space?

You need a Domain Name and you need web hosting. If you want it to look professional without third party advertising, then RENT IT.

If you are just going to have a half-dozen pages or so and some photos, try http://www.doteasy.com It's just $25 per year for both.
